Happy New Year!
We hope you’re all having a wonderful holiday season. You should have received an email from Top Notch regarding your new owner account with portal registration instructions  If you have not received this email, please call Top Notch at (407) 644-4406 to update your email address. This email contains a link and instructions for setting up your new resident account. In addition to paying dues online, you will also be able to do the following:
  • Use the “Create Request” option on the home page to submit a maintenance request or a general inquiry.
  • View and resolve violations.
  • View community documents.
  • View the community calendar.
  • Request access to communicate with Top Notch through text by selecting “My Account” under your name.

In addition, during our last board meeting, we discussed the committees we would like to develop at Lake Villas and had a sign-up sheet for those interested in joining a committee. As promised, we also have a digital sign-up sheet included in this email. Thank you for your interest in volunteering for a committee. Committees enhance transparency, efficiency, and collaboration. Being involved in a committee will give community members insight into what’s going on in the community and help us meet our goals on time. Please review the following descriptions of each committee to get an idea of the types of tasks you may be involved in if you sign up. Each committee is led by one of our board members who will contact you to organize roles and tasks. Please note: volunteers may not sign contracts or perform any work for which a license is required.
  • Building Committee - Hilda (Director): The Building Committee helps preserve the property values within the community. Potential tasks include:
    • Review modification applications sent in by residents, ensuring that they comply with the architectural standards outlined in the governing documents.
    • Work with local and state authorities on building code requirements.
    • Locate qualified contractors to perform work and solicit three bids per project.
    • Oversee work being performed and ensure compliance/alignment with local and state codes and/or plan/design requirements.
    • Evaluate and escalate all changes in work orders including cost overruns or restatement of cost before new work is initiated.
    • Work with the Finance Committee to review change orders and submit recommendations to the Board for final approval.
    • Evaluate and prioritize all building maintenance and repairs including cost estimates/bids and submit to the President, Vice President, and Treasurer and require Board approval.
  • Maintenance Committee - Amanda (Secretary): The Maintenance Committee is responsible for maintaining the upkeep of community areas. Potential tasks include:
    • Identify all deferred building maintenance through observation and collection from owners and present findings to the board. The board will define the next steps and priorities.
    • Review grounds to ensure vendors are executing the contracted work per the vendor agreement.
    • Perform minor maintenance as outlined by the Board.
    • The committee should collect any maintenance associated with buildings and grounds and submit all building repairs to the building committee for evaluation and prioritization.
    • The committee should identify all vendor maintenance issues and raise them to the President, Vice President, and Treasurer so proper action can be taken to address any deviation from contracted services.
    • Evaluate and propose new vendors where and when necessary and/or prudent.
    • All proposed changes to existing contracts, new vendors, or requirements for additional maintenance spending must be submitted to the President, Vice President, and Treasurer and approved by the Board.
  • Finance Committee - Graeme (Treasurer): The Finance Committee helps manage our association’s financial health. Potential tasks include:
    • Negotiate terms associated with all vendors, general contractors, and service providers – new terms require Board approval.
    • Review and submit contracts, changes in contracts, or work change orders to the Board for approval.
    • Evaluate/vet all proposed new vendors, contracts, contractors, and service provider agreements and costs.
    • Monitor and report spending - escalate, and explain any deviations from budget.
    • Ensure all financial reports are accurate, delivered and posted timely.
    • Work closely with CAM and attorney on all financial items pertaining to LVC, including fines, delinquencies, dues, special assessments, collections, etc.
    • Ensure two signatures on all spending.
    • Help develop investment strategies to maximize returns.
  • Bylaws, Rules, Requirements Committee - Tim (President): The Bylaws, Rules, and Requirements Committee helps review and update our existing bylaws to ensure we are in compliance with current statutes. Potential tasks include:
    • Review, analyze, and recommend changes to existing bylaws, community rules, and Declaration of Covenants, Conditions, and Restrictions.
    • All changes require Board Approval.
  • Events Committee - Hilda (Director): The Events Committee is responsible for planning community events and making sure that homeowners have the opportunity to meet their neighbors. Potential tasks include:
    • Update procedures for reserving and cleaning the clubhouse (work with Bylaws/Rules Committee; Board approval required for new policies)
    • Add clubhouse reservations to the community calendar.
    • Identify and plan community events.
    • Work with the Finance Committee and Treasurer to budget events.
    • All events require Board approval.
